The European Space Agency (Esa) has awarded Luxembourg-based Ispace-Europe a €65m contract to develop and operate Magpie, the first European rover designed to explore the ice at the Moon’s South Pole. This mission places the Grand Duchy at the heart of Europe’s space strategy.

A rover weighing a few dozen kilos, designed in Luxembourg, will explore one of the most sought-after locations in the solar system. There is much more at stake in this mission than simply a technological demonstration: Europe is seeking to establish autonomous operational capability on the Moon, whilst the Grand Duchy is cementing its place in the global space ecosystem.

The European Space Agency (Esa) has awarded Ispace-Europe Phase 2 of the Magpie mission (Mission for Advanced Geophysics and Polar Ice Exploration). The company has thus been awarded a €65m contract covering the full development and flight of the first European rover designed to explore the Moon’s polar regions. Based in Luxembourg, the European subsidiary of the Japanese group Ispace will act as the mission’s prime contractor, from its design right through to the delivery of scientific data to the Esa.

The contract funds all the remaining stages: development of the rover, integration of the scientific instruments, manufacturing, testing, transport to the lunar surface and operations once the rover has landed. Having passed the prototype review stage, the project officially entered the full development phase on 1 July 2026.

The scientific objective is ambitious. Magpie will explore the Moon’s south pole region to investigate the presence of ice, water and other volatile compounds, as well as the properties of the regolith, the layer of dust covering the lunar surface. These resources are considered essential for future crewed missions, as they could provide water, oxygen or even fuel produced directly on site.

Launch in 2029

The mission will be managed from Luxembourg. Ispace-Europe will oversee the mission architecture, the development of the rover, the integration of the scientific instruments and operations on the lunar surface. Scientific responsibility will be held by Sophia Casanova, senior lunar exploration scientist at Ispace-Europe, who has been appointed principal investigator for Magpie.

The launch is scheduled for 2029 as part of Ispace’s fourth lunar mission. Transport to the Moon will be provided through a partnership between the Esa and the Japanese space agency Jaxa. In early 2026, Jaxa selected the precision landing technology developed by Ispace for its “Space Strategy Fund” programme, enabling the European mission to be carried on the same lander.

Beyond the scientific aspect, the mission illustrates a shift in European strategy. Rather than focusing solely on large-scale institutional programmes, the Esa is now turning to smaller-scale missions, entrusted to private companies capable of delivering operational capabilities quickly. Magpie is the first lunar mission of this kind to be entrusted to a European industrial partner acting as prime contractor.

The previous rover developed by Ispace-Europe, Tenacious, had already made history by becoming the first rover designed, assembled and manufactured in Europe to be sent to the Moon. Magpie marks a further milestone by entrusting Luxembourg with full responsibility for an Esa-funded mission, from its design right through to scientific operations.
