Benoît Elvinger’s term of office as head of Spuerkeess has now been confirmed. According to a Grand Ducal decree signed on 10 July and published on 15 September, he has been appointed chief executive officer and chairman of the executive board of the Banque et Caisse d’Épargne de l’État (BCEE) for a renewable term of six years.
The act will not come into force until 1 October 2026, when Benoît Elvinger will officially take up his post. His term of office will run until 30 September 2032.
A second grand ducal decree, signed on the same day and also published on 15 September, formalises the appointment of Doris Engel as deputy CEO of Spuerkeess. Already a director and member of the management committee, she has been appointed for a renewable six-year term from 17 September 2026. Her term will run until 16 September 2032.
Benoît Elvinger’s appointment had already been announced on 10 July by the governing council, on the recommendation of the minister for finance, Gilles Roth (CSV). Benoît Elvinger will succeed
Françoise Thoma, chief executive of Spuerkeess since 2016. The bank had announced in November 2025 that she would be stepping down early as part of its strategic transformation. She is subsequently due to take up a role as a strategic adviser reporting to the board of directors.
When his appointment was announced in July, Benoît Elvinger was a member of the executive committee of Banque de Luxembourg, where he had spent most of his career since 1998. He had been a member of the executive committee since 2015. He holds a Master’s degree from the University of Paris-Panthéon-Assas and an MBA from the Darden School of Business at the University of Virginia.
