Agence eSanté has identified 2025 as a pivotal year for the digitalisation of Luxembourg’s healthcare system. Presented on Tuesday 7 July, its annual report highlights a sharp rise in the use of digital services, as Luxembourg prepares for the entry into force of the European Health Data Space (EHDS), the future European framework for the secure exchange of medical data.
One of the key developments concerns the shared healthcare record (DSP). Since December 2025, insured persons have been able to activate their eSanté account and access their record directly via MyGuichet.lu, in addition to the eSanté portal and the MyDSP app. This simplification appears to be paying off. Over the last 12 months, Agence eSanté has recorded an average of 3,257 account activations per month by patients, representing a 30.3% increase year-on-year. Views of the DSP are growing even faster, with 166,394 documents viewed each month by patients (+52%) and 34,129 by healthcare professionals (+92.4%). Access via MyGuichet.lu now averages 3,813 logins per month over the last six months.
More than 2,500 doctors using direct instant payment
This growth is reflected in the volumes processed. By the end of 2025, the shared care record contained more than 18 million documents. Meanwhile, the roll-out of the electronic vaccination record continues, with 75,173 records opened – a 44.3% increase year-on-year – and more than 503,000 vaccination entries recorded. The agency emphasises that these tools are set to become essential building blocks of the future European Health Data Space.
Digitalisation is also making headway in doctors’ practices. The certification scheme for specialist software, developed in collaboration with the CNS, is designed to enable doctors to submit documents such as fee statements and certificates of incapacity for work electronically. The direct instant payment scheme, which means patients do not have to pay upfront at participating practices, is now used by more than 2,500 doctors.
The year 2025 was also marked by a change in governance. Alexandre Baumeister took over as chief executive of Agence eSanté on 15 June, whilst Marc Hostert was reappointed as chair of the management board. Both emphasise the next step at European level. “Agence eSanté coordinates, either alone or in partnership with other healthcare stakeholders, 14 projects that are essential to the development of the EHDS. Its implementation will have a transformative impact on Agence eSanté’s priorities and will keep its teams fully engaged until 2031,” emphasises Alexandre Baumeister.
