A senior social-security finance official will take over Luxembourg’s IGSS in September, after a career spanning the Caisse nationale de santé, IGSS leadership and wider governance roles in the country’s social-security system.

Vanessa Di Bartolomeo will take over Luxembourg’s social-security inspectorate on 15 September, after being appointed to lead IGSS for a renewable seven-year term.

The appointment was made by grand-ducal decree on 9 June and announced by the Ministry of Health and Social Security on 18 June. Di Bartolomeo has headed the Inspection générale de la sécurité sociale on an acting basis since February.

The post puts her at the head of an administration involved in the design, analysis and supervision of Luxembourg’s social-security system. IGSS contributes to social-security legislation, produces analysis and statistics, and oversees social-security institutions when that control is exercised by the government or a minister.

Its data and methodology have also appeared in recent policy debates, including the government’s assessment of the social minimum wage and the discussion around non-use of social benefits in the planned cost-of-living supplement reform.

Within the system

Di Bartolomeo’s appointment formalises an internal succession at IGSS. Her profile lists her as deputy director of the inspectorate from July 2020 to February 2026, before she became acting director.

Before moving into IGSS leadership, she spent almost 12 years at the Caisse nationale de santé. Her profile lists her there as chief financial officer and a member of the management board from October 2008 to July 2020.

She has also held governance roles across Luxembourg’s social-security institutions. She has been a member of the board of the Association luxembourgeoise des organismes de sécurité sociale since 2017, and previously served as a substitute board member at the Fonds de compensation and the Mutualité des Employeurs.

Internationally, Di Bartolomeo has served since June 2024 as vice-president of the International Social Security Association’s technical commission on medical care and sickness insurance.

Her listed publications include work on health-insurance revenue and expenditure, maternity-related costs and medicines dispensed by hospital pharmacies to outpatients. She earlier worked as a project manager at the economy ministry from 2007 to 2008, and holds a master’s degree in macroeconomics, economic policy and finance from Université Louis Pasteur de Strasbourg.

The Ministry of Health and Social Security said Minister Martine Deprez congratulated Di Bartolomeo on her appointment and wished her success in the role.
