The political week will open with the 13th joint meeting of the Luxembourg and Belgian governments, this Monday 23 March. This Gäichel XIII—named after the village where the first summit between the two governments was held in 2004—will be co-chaired by Prime Ministers Luc Frieden and Bart De Wever. The meetings in Gäichel format represent the highest level of dialogue between Belgium and Luxembourg under the convention of the Belgo-Luxembourg Economic Union (UEBL) concluded in 1921. Discussions will focus mainly on major current European and international issues, as well as bilateral relations and in particular the strengthening of cooperation between the two countries.

On this occasion, Luc Frieden will receive Bart De Wever at the Ministry of State for a bilateral meeting, which will be followed by a joint press conference. At the same time, several Luxembourg ministers will hold bilateral talks with their Belgian counterparts. A declaration of intent on defence industrial cooperation and a declaration of intent on cooperation in the field of satellite communications services and capabilities for defence will be signed. Finally, a plenary meeting will bring together the ministerial delegations of the Belgian and Luxembourg governments.

Luxembourg’s defence industrial strategy will be at the heart of the debates this week. Presented to the Chamber of Deputies on Wednesday 25, it will be unveiled to the public on Thursday 26 by Yuriko Backes, Minister for Defence, and Lex Delles, Minister for the Economy, SMEs, Energy and Tourism. This strategy defines a reference framework designed to identify priority technological areas, key sectors of expertise, as well as national industrial capabilities to be strengthened in the land, air, space and cyber domains, in order to establish a solid foundation for protecting the country’s essential security interests.

Week of committee work at the Chamber of Deputies, with highlights including the reception of the 2022 Nobel Peace Prize winner, Oleksandra Matviichuk. For the first time, a Luxembourg parliamentary delegation is making a working visit to Mongolia. It is made up of Gusty Graas (DP), chairman of the Foreign Affairs Committee, Nancy Arendt (CSV), Liz Braz (LSAP), Alexandra Schoos (ADR) and Sven Clement (Piraten). The programme includes talks with their counterparts from the State Great Hural. A highlight will be a visit to the State Central Hospital, a project supported by Luxembourg cooperation, during which the MPs will attend the presentation of the National Cardiovascular Centre project.

Monday 23 March

Government. Holding of the Gäichel XIII.

Parliament. Members of the Foreign Affairs Committee will have a presentation of the research note “International responsibility of the Luxembourg State”. The latter was requested by MP Franz Fayot (LSAP) and is set in the context of the crisis in Palestine.

Parliament. In the Institutions Committee, MEPs will continue their discussions on setting up a permanent citizens’ representation body, to be known as the Citizens’ Chamber. Other items on the agenda: the proposed law on granting the honorary title of Fighter against Fascism to volunteers of Republican Spain; parliamentary dossier 8307 on the resilience of critical entities and parliamentary dossier 8364 on cyber security.

Parliament. Exchange between the Government and the Budget Execution and Finance Committees on the reform of the financial and budgetary system.

Tuesday 24 March

House of the Grand Duke. As part of the foreign trips organised following his accession to the throne, the Grand Duke will visit the European institutions and NATO on Tuesday 24 and Wednesday 25 in Brussels. He will be accompanied by the Deputy Prime Minister, Minister of Foreign Affairs and Foreign Trade, Xavier Bettel. On Tuesday, the Grand Duke will be received by the President of the European Parliament, Roberta Metsola, and the President of the European Council, António Costa. He will also meet the staff of Luxembourg’s Permanent Representation to the European Union, as well as Luxembourgers working within the European institutions. On Wednesday, the Grand Duke will be received by the Secretary General of Nato, Mark Rutte.

Parliament. Exchange of views with Oleksandra Matviichuk, Nobel Peace Prize 2022, and MEPs on the Foreign Affairs Committee.

Government. The first Healthcareers Day, a day for anyone interested in careers in the health and care sector to find out more about them. The aim is to give visitors the chance to talk to professionals, take part in interactive workshops and attend conferences. Employers, as well as establishments and associations offering information on the training available in Luxembourg and abroad, will also be present.

Parliament. In the presence of the Prime Minister, Luc Frieden, the Finance Committee is looking into the matter of the closure of the accounts of the International Criminal Court (ICC) by the Spuerkeess. The request to place the matter on the agenda came from the LSAP parliamentary group and the political groups Déi Gréng and Déi Lénk. An exchange of views on the opening of bank accounts by companies is also on the agenda.

Parliament. MPs will attend a presentation of Bill 8703, which aims to strengthen vocational training, particularly by adapting it to the needs of the labour market. The Minister for Education, Claude Meisch, will present the action plan for school inclusion in basic education.

Parliament. MEPs on the Higher Education Committee will be looking at the University of Luxembourg at the request of political group Déi Lénk, which wishes to address “concerns about systemic malfunctions and conflicts of interest within [the structure]”. MEPs will continue their work on Bill 8580, which provides for a reform of the National Research Fund (FNR).

Members of the Media and Communications Committee receive representatives of the Luxembourg Independent Audiovisual Authority (Alia) for an exchange of views. MEPs will also continue their work on Bill 8625, which provides for a revision of the legal framework for the media.

Wednesday 25 March

Government. The Minister for the Economy, SMEs, Energy and Tourism, Lex Delles, presents the results of the call for tenders for the decarbonisation of the manufacturing industry and the projects selected. Launched in 2025, this call for tenders is part of the Ministry of the Economy’s desire to support industrial companies in their energy transition, by supporting projects aimed in particular at electrifying production processes and reducing greenhouse gas emissions.

Government. 19th edition of the Safety, Health and Wellbeing at Work Forum at Luxexpo. The event organised by L’Association d’assurance accident (AAA) will bring together more than 125 exhibitors. Around twenty workshops will be held simultaneously in three rooms throughout the day. More than 1,500 visitors are expected. For this occasion, the partner ministers, Marc Spautz, Minister of Labour, and Martine Deprez, Minister of Health and Social Security, will present the 2026 Occupational Health and Safety (OHS) Prize to five winners.

Government. The Observatoire national de la santé (ObSanté) presents the reference framework for assessing the performance of the Luxembourg health system—Health System Performance Assessment (HSPA) Framework for Luxembourg—. This framework is a tool designed to monitor the health status of the population and the performance of the health system, strengthen public awareness and health literacy, support evidence-based policy development and decision-making, and promote a person-centred approach.

European Commission. The European Executive presents the Instrument for Agile and Rapid Defence Innovation (AGILE). It will present a communication on integrated forest fire risk management.

European Parliament. Plenary session in Brussels for MEPs. They will examine the results of the European Council meeting on 19 and 20 March in a debate with Presidents António Costa and Ursula von der Leyen. MEPs, the Council and the Commission will then exchange views on how to guarantee energy supply, market stability and maintain the affordability of energy for industry and citizens.

Parliament. MEPs receive a delegation from the Benelux parliamentary group of the Landtag of North Rhine-Westphalia for an exchange of views.

Parliament. Members of the Home Affairs, Justice, Family and Solidarity Committees will hold an exchange of views with members of the government on the communication from the Office of the United Nations High Commissioner for Human Rights concerning measures on begging and aggravated deportation. This item was put on the agenda by the LSAP political group, which would like to hear “the Luxembourg government’s official position on the concerns expressed by the special procedures of the Office of the United Nations High Commissioner for Human Rights”.

Thursday 26 March

Government. Public presentation of Luxembourg’s defence industrial strategy.

Government. Luxinnovation is organising the European Digital HealthTech Conference 2026, which will be held on Thursday 26 and Friday 27 at the Luxembourg Chamber of Commerce. During the event—which will bring together 400 participants—policymakers, researchers, academics, industry and patient representatives will address the key success factors for achieving true adoption of digital medical devices in Europe and delivering solutions that truly meet healthcare needs. Lex Delles, Minister for the Economy, Small and Medium-sized Businesses, Energy and Tourism, will give the opening speech on the 26th. Stéphanie Obertin, Minister for Digitalisation, Research and Higher Education, will close the event on the 27th.

Council of the European Union. Meeting until 29 March of a Foreign Affairs Council on trade in the margins of the 14th ministerial conference of the World Trade Organisation (WTO), to be held in Yaoundé (Cameroon).

European Parliament. The plenary will adopt the institution’s position on trade and tariff negotiations with the United States, the simplification of European rules on artificial intelligence (AI) and the return of illegal third-country nationals.

Parliament. MPs will hold an exchange of views on alleged sexual offences and abuse of minors in the context of educational work with young people. The LSAP political group, which requested the exchange, refers to “the context of several recent cases that have brought to light alleged cases of sexual abuse of minors committed in reception or educational facilities, as well as the difficulties encountered in the internal management and transmission of reports to the competent authorities”.

Parliament. Members of the Budget Implementation and Finance Committees will hold an exchange with members of the Budget and Finance Committee of the Landtag of North Rhine-Westphalia.

Parliament. Members of the Public Service Committee will attend a presentation of Bill 8524, which provides for the implementation of part of the pay agreement reached in 2025 between the government and the unions. In particular, it concerns access to the civil service pension scheme for state employees and the transition between state employee and civil servant status.

Council of the European Union. Eurogroup meeting with, on the agenda, the consequences of the Iranian crisis on the EU economy, particularly with regard to energy markets and policy measures.
