A week of committee work in the Chamber of Deputies following the Easter recess. As they resume their work, MPs will be examining the future of Findel Airport. This issue was already discussed last February. The Minister for Mobility Yuriko Backes had confirmed at the time that the site would reach its capacity limits by 2060 and that, whilst the priority remained to invest in the current site in the short and medium term, consideration should be given to the possibility of a new airport. She will present the initial ideas arising from this discussion to MPs this Thursday.
MPs will also be considering the possibility of introducing an electronic voting system in the country, the issue of mental health in education, reforms to family reunification, and the new radio network for emergency services. A discussion with representatives of the National Pension Fund (CNAP) is also on the agenda for Monday.
Will this be the right time? The Housing and Spatial Planning Committee is due to review the initial findings of an iterative consultation with experts on rent regulation and hold a discussion on tenancy agreements this Thursday. The presentation of this study has already been postponed twice in recent weeks. And the government is delaying the tabling of a bill on the subject, whilst reaffirming that the issue remains a priority.

To mark the 152nd Inter-Parliamentary Union (IPU) Assembly being held in Istanbul, a delegation of MPs led by the Speaker of the Chamber of Deputies, Claude Wiseler, will travel to Turkey. Parliamentarians from the IPU’s 183 member states will discuss, among other things, the theme “Cultivating hope, consolidating peace and ensuring justice for future generations”. During the visit, the Speaker of the House will hold a series of meetings with his counterparts, including those from Canada, Portugal and South Korea.
Diplomacy once again takes center stage. The Grand Duke, together with the Deputy Prime Minister and Minister for Foreign Affairs and Foreign Trade, Xavier Bettel, the Minister of the Economy, SMEs, Energy and Tourism,
Lex Delles, and the Minister of Finance,
Gilles Roth, will travel to the United States from 12 to 17 April 2026. From 13 to 15 April, the Grand Duke, accompanied by Xavier Bettel and Gilles Roth, will visit New York, where he will take part in the 12th edition of the Luxembourg-American Chamber of Commerce Business Award. This distinction, awarded every two years, recognizes companies of American origin established in the Grand Duchy for their significant role and lasting contribution to the Luxembourg economy. From 12 to 15 April, Lex Delles will lead an economic mission focused on the space sector in Colorado Springs as part of the Colorado Space Symposium. From 15 to 17 April, Gilles Roth will attend the Spring Meetings of the International Monetary Fund (IMF) and the World Bank in Washington.
It has also been a busy week of committee work for MEPs. The highlight of the week: the Committee on Budgets will adopt its position on the proposal for the multiannual financial framework (MFF) for the period 2028–2034. Once adopted by Parliament in plenary session, the text will serve as a mandate for negotiations with European governments on the final form of the EU’s next long-term budget.
Monday 13 April
House of Commons. Meeting of the Foreign Affairs Committee to hear the Prime Minister Luc Frieden on the outcome of the European Council meeting held on 19 and 20 March. During that meeting, EU leaders gathered in Brussels and adopted conclusions on “Ukraine and the Middle East, competitiveness and the single market, European defence and security, migration, and multilateralism”.
House of Commons. The Committee on Institutions will continue its examination of Bill 8307 (resilience of critical infrastructure) and Bill 8364 (strengthening cybersecurity). Members of Parliament will continue their discussions on the introduction of an electronic voting system.
House of Commons. Members of the Family Committee will examine Public Petition 3409, which aims to combat “sexual, gender-based, physical and psychological violence, as well as secondary victimisation, in order to put an end to the sense of impunity felt by victims”. At the request of the déi Gréng political group, they will also examine the functioning and governance of the Cigale Centre.
House of Commons. Presentation to the Committee on Budgetary Implementation of the Court of Auditors’ special report on state funding for organisations working in the social, family and therapeutic sectors.
House of Commons. Members of the Health and Social Security Committee and the Education Committee will discuss mental health in formal and non-formal education (motions 4512 and 4513). They will consider how to respond to petition 2809 (pay for care assistants). The Health and Social Security Committee will then meet with representatives of the National Pension Insurance Fund (CNAP) for an exchange of views.
Tuesday 14 April
Government. Claude Meisch, Minister for Education, Children and Youth, and
Éric Thill, Minister for Culture, are launching the new national CreativeLab programme. This programme offers secondary school pupils the opportunity to take part in cultural and creative activities outside school hours. These activities are offered in secondary schools outside school hours by public cultural institutions, regional cultural centres, non-profit organisations and other stakeholders in the cultural sector. CreativeLab forms part of the Screen-Life-Balance campaign and aims to offer pupils more opportunities to discover new forms of expression, stimulate their creativity and develop their cultural curiosity.
House of Commons. Presentation to the Finance Committee by the Ministry of State of the plan to roll out a ‘next-generation’ digital broadband radio network dedicated to Luxembourg’s security and emergency services — Lumicc (Luxembourg Mission Critical Connectivity). Members of Parliament will continue their work on Bill 8627 (transposition of the CRD 6 Directive and the EMIR 3 package).
House of Commons. Exchange of views between the government and members of the Education, Mobility and Public Works Committee and the Housing and Spatial Planning Committee regarding the Secondary Schools Sectoral Plan and the development of secondary school infrastructure.
European Court of Auditors. The CCE has published a special report on the Temporary Decarbonisation Fund. The Fund aims to provide temporary financial support to businesses in carbon-intensive sectors that are at risk of carbon leakage (i.e. the relocation of production to third countries where greenhouse gas emissions are less strictly regulated) and to ensure that decarbonisation efforts and measures designed to encourage emissions reductions remain effective. Financial support from the Fund will be based on production in 2026 and 2027 and will be paid out in 2028 and 2029.
Wednesday 15 April
House of Commons. Three items are on the agenda of the Committee on Home Affairs: item 8586 (reform of the conditions governing family reunification for beneficiaries of international protection), item 8913 (the format of the integrity assessment procedure) and item 8469 (remuneration of music teachers in the local authority sector).
European Parliament. The Committee on Budgets will adopt its position on the proposal for the multiannual financial framework (MFF) for the period 2028–2034
Professional organisations. The Idea Foundation presents its analysis of the international and Luxembourg economic climate, as well as the results of its ‘Economic Consensus’ survey, which gauges the views of 114 economic and political decision-makers and social partners on their perception of the socio-economic situation.
Thursday 16 April
House of Commons. The government presented the findings of the consultation on its draft Social Climate Plan to the members of the Economic and Environment Committees.
House of Commons. The Committee on Mobility and Public Works is continuing its examination of parliamentary bills 8637 (funding for the Mobibus), 8632 (funding for school bus transport) and 8645 (renovation and extension of the former Agricultural Technical College in Ettelbruck for the needs of the Ettelbruck Technical College). Transport Minister Yuriko Backes will present the “Luxembourg Airport Masterplan”, which includes, in particular, the search for an alternative site for private aviation. The future of the light rail system will also be discussed.
House of Commons. The Agriculture Committee is continuing its examination of Bill 8648, which transposes Directive (EU) 2024/825 aimed at better informing consumers about product sustainability by introducing a harmonised label and a “repairability” index. Among other things, this aims to combat the premature obsolescence of goods. Members of Parliament will, in particular, analyse the opinion of the Council of State.
House of Commons. The reform of tenancy law, the funding for the development of affordable housing under the J.F. Kennedy-Sud project in Kirchberg (Parliamentary File 8656) and the reform of the Housing Observatory (Parliamentary File 8310) are on the agenda of the Committee on Housing and Spatial Planning.
