Digitalisation Minister Stéphanie Obertin has presented the national digital inclusion action plan (2026-2030). A plan that aims to combine strengthening digital skills and maintaining non-digital alternatives. A plan that is accompanied by three concrete initiatives on the ground.

While the desire to modernise is at the heart of the government’s simplification and digitalisation policy, the Ministry of Digitalisation is putting digital inclusion at the centre of its action. “Digital inclusion is a challenge, a social necessity”, insists Minister Stéphanie ObertinStéphanie Obertin. According to data from her department, 25% of the population have limited digital skills and experience stress when dealing with administrative procedures online.

To help them, the government is launching a digital inclusion plan based around four central strategic priorities, which are strengthening digital skills, developing confidence, facilitating access to digital and maintaining non-digital alternatives. The aim is twofold: to ensure that 80% of the population has basic digital skills and that 90% of SMEs achieve a basic level of digital intensity.

A plan that will be in place until 2030. A plan complemented by three concrete initiatives launched today by the Ministry.

25% of the population experiencing digital difficulties

The first of these initiatives aims to use artificial intelligence to transform complex administrative texts into clear, accessible language, in French and German. This project, called Accessilingua, is the brainchild of the GovTech Lab. It is currently in the test phase on guichet.lu.

Second initiative: the digital mandate. The aim here is to enable people with digital difficulties to appoint a relative to carry out digital procedures on their behalf via a dedicated space on myguichet.lu. Development of a feature tailored to people under guardianship and curatorship is currently underway.

The third initiative is mounted on wheels. A physical office of guichet.lu will serve each region of the country on a monthly basis. “It will offer direct access and personalised assistance to public services to guarantee an administration at the service of all,” concludes the minister.
