According to the latest TomTom report, Luxembourg ranks 108th at European level among the cities with the most traffic jams in 2025. Luxembourg City has a congestion level of 41.3%, placing it 17th in a ranking comparing conurbations in Germany, Belgium and France, according to the TomTom Traffic Index 2026. Compared with the previous year, congestion is up by 3.1 points.
The TomTom Traffic Index is based on the analysis of anonymised GPS data from vehicles in traffic, comparing observed journey times with those measured in free-flowing traffic conditions in order to calculate congestion levels.
The Luxembourg capital records an average speed of 31.8km/h and a total of 75 hours lost per year in traffic jams (seven hours more than in 2024). In Luxembourg City, congestion is at its worst at peak times. In the morning rush hour, the average 10-kilometre journey takes 24 minutes and 6 seconds, with a congestion level of 79.9% and an average speed of 24.9km/h. In the evening rush hour, the same journey takes 22 minutes and 23 seconds, with congestion at 64.4%.
The most congested day of 2025 was Wednesday 8 January, with an average level of 78% and a peak of 198% at 5 p.m. At that point, motorists were travelling just 3.4 kilometres in 15 minutes.

And in border countries
The top positions in the border rankings are occupied by German and Belgian cities. Nuremberg tops the list with 49.7% congestion, followed by Antwerp (49.5%) and Hamburg (49.3%). Germany has a large proportion of the most congested conurbations in the ranking, including those of intermediate size.
In Belgium, Antwerp and Brussels are among the worst affected cities. Brussels stands out for the high number of hours lost, at 146 hours per year, the highest level in the panel studied.
Among French cities, Lyon ranks 5th with 47.2% congestion, ahead of Paris, 20th with 40%, down 4 points over a year. Other French conurbations, such as Marseille, Clermont-Ferrand and Montpellier, show more moderate levels of congestion and higher average speeds.
The TomTom Traffic Index stresses that these differences can be explained by differences in road networks, daily travel flows and changes in mobility practices observed over the last few years.
