Jean-Michel Ludwig began his career in Germany in 1998, working for a consultancy specialising in raising finance for innovation projects. For 4 years he developed the French market. In early 2002, he was recruited by Luxinnovation to structure its consultancy activities for European Commission programmes. He left this role in 2015 to take over the management of the Start-up and SME performance department and roll out the Fit 4 Start and Fit 4 Innovation programmes.  In 2019, he will take charge of a new department with the mission of attracting and developing new activities in Luxembourg (Foreign Direct Investment) and accelerating the development of the start-up ecosystem. 
He is regularly called upon by universities to share his expertise on innovation.

Anfang 2002 wurde er von Luxinnovation eingestellt, um die Beratungsaktivitäten zu den Programmen der Europäischen Kommission zu strukturieren. 2015 gab er diese Funktion auf und übernahm die Leitung der Abteilung Start-up und SME Performance und setzte die Programme Fit 4 Start und Fit 4 Innovation um.  2019 übernimmt er die Leitung einer neuen Abteilung mit dem Auftrag, neue Aktivitäten (Foreign Direct Investment) nach Luxemburg zu holen und zu entwickeln und die Entwicklung des Start-up-Ökosystems zu beschleunigen. 
Er wird regelmäßig von Universitäten gebeten, seine Expertise im Bereich Innovation weiterzugeben.
