H. E. Mr Nomura began his career in public service with Japan’s National Police Agency in 1988 and went on to build a distinguished record across criminal investigation, public security and organised crime control. Over several decades, he held senior leadership roles at both national and prefectural level, including heading major police headquarters in Fukui, Fukuoka and Osaka, and serving as Director General of the National Police Agency’s Organised Crime Department.

His career also reflects strong international and inter-institutional experience. He served as First Secretary at the Japanese Embassy in Australia and later took on key liaison and advisory roles.

In parallel, he was entrusted with high-profile responsibilities within the Imperial Household Agency, serving as Chamberlain to His Majesty the Emperor, as well as Director General of the Maintenance and Works Department. In December 2025, he was appointed Ambassador Extraordinary and Plenipotentiary of Japan to the Grand Duchy of Luxembourg, marking the latest chapter in a career characterised by senior leadership, public trust and service at the highest levels of the Japanese state.
