A new ranking from Hellosafe reveals the most and least expensive travel destinations in 2025 (airfare not included). With a daily budget of €14.80, Laos is the most affordable holiday spot, while Luxembourg--at €169 per day--is among the most expensive in Europe.

The first rays of sunshine are hitting the pavement, and they’re bringing with them the usual feeling: let’s take a vacation. Good plan, but first things first: what’s your budget? To help you match your spending capacity with your destination, insurance comparison platform Hellosafe has published a ranking of the 131 most affordable countries to travel to in 2025.

In building its list, Hellosafe has considered the following items of expenditure:

accommodation, both hotels and Airbnb-type accommodation

food, based on local consumer price indices

internal transport, including planes, trains, buses and taxis

on-site tourist activities

However, the study does not take into account the cost of transport to the destination country.

Laos, the champion of budget travel

For those don’t wish to disturb their bank accounts, Laos might be the answer: with an estimated daily budget of €14.80, it stands out as the most affordable destination in 2025. Next comes Kazakhstan (€18.20) and Rwanda (€20). Other interesting destinations for budget travellers include Ghana (€21.20), Mongolia (€22.90), Armenia (€24.70), Georgia (€26.70) and--the only European country in the cheapest 15--Moldova (€34).

Meanwhile, in Europe

Unsurprisingly, Switzerland tops the list of the most expensive destinations in Europe, with an estimated daily budget of €241. France (€181) and Iceland (€177) complete the podium, although Luxembourg (€169) is in close contention.

Conversely, several countries in Eastern Europe and the Balkans offer much more affordable alternatives, including Kosovo (€45) and Serbia (€40).

Our Belgian (€131) and German (€139) neighbours are cheaper than France, while Portugal (€125)----is marginally more affordable, though it might cost you more to get there.

Such price differences between countries on the continent can be explained, says Hellosafe, “by the level of economic development, the type of tourism that prevails and the availability of lower-cost infrastructure in certain regions.”

The most expensive destinations

For those with a bigger budget, Hellosafe also reveals the most expensive destinations. With top-quality tourist accommodation, the Caribbean islands top the list. Barbados (€318 per day), Antigua and Barbuda (€299) and Saint Kitts and Nevis (€262) are the countries with the highest budgets, followed by the Maldives (€258) and the island of Grenada (€249).

Also in the top 10 are the United States of America (7th; €239), Micronesia (8th; €239), Greenland (9th; €210) and the United Arab Emirates (10th; €212).
